Earlier this week, the Government u-turned on the tax-free shopping scheme for overseas visitors set out in the mini-budget. This means VAT refunds remain unavailable in Great Britain. By not going ahead with the measure, the Government is expected to save £2 billion. But, retailers in towns and cities are conscious that the move may mean tourists are less incentivised to shop.
