Though homelessness remains a crisis across Los Angeles, we are seeing significant progress in the 13th District thanks to our comprehensive approach: It’s an approach that is rooted in providing more housing options than almost any other part of the city, as well as services, dedicated outreach, and innovative programs and policies. One of those innovations is CIRCLE, the unarmed crisis response program we are pioneering in Hollywood. CIRCLE diverts non-violent 911 calls related to homelessness away from armed police, and to unarmed practitioners instead. These practitioners have lived experience being homeless themselves. In just the first four months of the pilot, CIRCLE had 20,000+ proactive positive interactions and diverted 500+ calls away from armed response. This allows for a more thoughtful, effective response to homelessness — while allowing police to focus on their core mission of crime prevention. The success of CIRCLE thus far is why I'm leading the creation of a *citywide* office of unarmed response that will streamline and expand this approach to all corners of the City.
