In practice this means the breeder has to decide which male should be mated with which female. These decisions determine the progress every breeder makes in his breeding process. If these decisions are postponed until the female is on heat, things become rushed, with not enough time for transporting the dogs, and other necessary arrangements. That is why these decisions have to be taken timeously and after thorough consideration in order for the arrangements to be made well in advance.
