IT Band issues can have many different causes, but they all stem from the same thing: excess tension.
The IT band is an extension of a sheet of connective tissue that separates the lateral hamstrings and quads. Excess tension in these muscles creates friction in this sheet, leading to scar tissue deposits.
The tensor fascia latae (TFL) and gluteus maximus muscles insert directly onto the IT band. Overuse leads to chronic tension in these muscles, and subsequently the IT band.
Scraping directly on the IT band is effective for breaking up tension and removing scar tissue from the area.
