CHIPS should have gone much further in conditioning subsidies to prevent misuse. @SenWarren, myself, and our colleagues wrote a letter to @SecRaimondo asking for the strongest possible enforcement of corporate guardrails to ensure taxpayer dollars are used most effectively.
