For most people this skill is mostly neural! Meaning your nerves are what’s preventing you... not necessarily your hamstring muscles. Your hamstrings most likely have the length required for this skill. But the nerves either cannot slight through the “nerve sheaths” smoothly or since your nerves haven’t been exposed to that type of length they prevent the muscle from lengthening. This is your bodies way of stopping a potential injury. But the good news is IT DOESN’T MATTER. When you stretch, EVERYTHING gets put under tension including the nerves. Your body will adapt to allow for the new length! Now this is my personal theory that has yet to be tested... if you only ever stretch in your neural limit, the stretch adaptations WILL GO AWAY WHEN YOU STOP. So it takes time to get real flexibility gains. They are made when you surpass the neural limit and start stretching the muscle.
