The Transportation Department is proposing that airlines issue vouchers with no expiration date to passengers who catch the coronavirus or other communicable diseases and decide to cancel their travel plans, part of expansion of financial protections spurred by complaints from the pandemic’s early days. The department called for the change Wednesday in an extensive proposal to update airline refund rules. Under current rules, passengers are typically entitled to financial protection when the airline cancels or significantly changes their flight. And while airlines waived change fees for many kinds of tickets early in the pandemic, travelers have fewer legal protections when they decide not to use a ticket they have booked.
