Israel wanted another "Oct 7" and have been trying to bait Iran into a wider regional war that would draw in the US empire. By only targeting and hitting military installations, Iran didn't give Israel the justification they needed to spark a regional war. So it was a successful counter for Iran, not only in hitting their targets, but also politically keeping Israel at bay while also successful testing and penetrating Israel's & the US empire's air defense system.
