The bill targets local, state, and federal law enforcement personnel operating within California. It seeks to ban face coverings, with exceptions for SWAT operations, medically necessary masks, and protective gear during wildfires. Senator Wiener emphasized the importance of transparency, stating, "If we want the public to trust law enforcement, we cannot allow them to behave like secret police in an authoritarian state." The legislation comes amid reports of masked federal raids in cities like San Francisco, Los Angeles, and San Diego.
