This is something women say they’re told quite regularly- that they can’t start HRT if they’re over 55 - it’s too late. Not true. If they are in good health and their symptoms warrant it they should be able to start HRT, especially if it’s within the ‘window of opportunity’ - this refers to cardiovascular health. It’s is generally deemed that the benefits outweigh risks for vascular health if HRT is started within 10 years of your last period. That doesn’t mean you can’t start later but it will be dependent on your overall health.
