But the Kansas police oversight board decided against preventing him from becoming a police officer ever again.⁠ ⁠ Though it’s unclear what events transpired before this, Deputy Matthew Honas reportedly tied up the child, identified as L.H., in a way that threatened his ability to breathe properly. He also used expletives and threatened L.H., according to the reprimand report.⁠ ⁠ Honas’ actions were caught on the in-car camera of his police vehicle. The report determined that most of his actions served no point other than to punish the minor.
