It is speculated that around sixty-five million people were displaced in Europe at the end of the Second World War. This image shows two displaced women (believed to be Russian) in Ludwigshafen.

Although the United Nations Relief and Rehabilitation Administration was created in 1943 with the aim to help refugees, Lee noted its ineffectiveness in practice:
“For a variety of reasons, the rehabilitation and repatriation of these thousands of displaced persons and prisoners has been a messy failure. The war moved too swiftly... we overtook many more than we ever expected or were prepared for and the armies are interested only in the war and not in a “lot of foreigners.” Transport and communications for the prison camps are lacking and thus empty planes go back to France every day which could have taken hundreds of them if there were any method of notifying about departures and available space [...] The displaced persons are told they’ll leave in an hour and they are still there in a week’s time, suffering greater blows to their morale than another year of labour would give. They feel they are not wanted and are forgotten, and because their wits are dimmed by years of slavery they are incapable of understanding the immediate and colossal job it is to keep the momentum of victory”.

Those who were helped by the allied forces were housed in a variety of disused locations including military barracks and factories with many waiting years for a permanent home once the War had ended.
